Step 3: Establishing Road Types and Traffic Groups

Resetting or Generating Links

The road asset manager will typically be going through either two processes:

  • Updating estimates with links pretty much in place
  • Commencing the process including the generation of links and updating of estimates.

If the links are in place and all that is expected is minor maintenance of them as needed, then the process going forward can be stepped through.

However, if part of this process includes the establishment of links or a resetting of them, then an additional consideration is required.

In setting links, it is important that the process utilises the current estimates for each carriageway section, all updated to the current year. So this involves the following actions:

  • Resetting the links such that each carriageway section is a separate link it its own right. This means that each section will have the most appropriate estimate from which to join contiguous sections to form the new links. (If no links have been established, this part will happen automatically).
  • Once each carriageway is set with its own link, working through the estimate update process as described or chosen by the asset manager. At the end, each section should have a current estimate updated to the current year. This means that when we are comparing estimates for contiguous parameters, we are comparing estimates from the same basis i.e. apples with apples.

These actions should be done at this stage of the process if required.

Once the estimate update process is complete, the process of generating the new links can take place. This is described in Section 11.
